Environmental Security

If global warming causes food and water to become scarce, fragile regimes could collapse, which could abet terrorist groups, says a group of retired military officials.

Workplace Violence

An employer was wrong to fire a violent bipolar employee, ruled a federal appeals court. Previous courts have ruled that employers need not tolerate violent behavior from any employee.

Employment

Employers cannot question the accuracy of job applicants' Social Security numbers, ruled a federal district court. However, employers can ask where they were born and if they filed tax returns.

    Counterterrorism

    Terrorism incidents and fatalities, as reported from the State Department for 2006, have risen dramatically worldwide from 2005. Deaths in Iraq and Afghanistan are among those driving the trend.

      Drug Testing

      Workers in safety-sensitive positions, who must be drug tested, showed record low use in 2006 according to Quest Diagnostics - Drug Testing Index. When random testing is done on the general work force, usage rates are higher - 5.5 percent compared to 1.5 percent.

      Piracy

      For every two dollars worth of software purchased legally in 2006, one dollar's worth was stolen according to a new piracy study by BSA and IDC.

        Background Screening

        Six DHS background screening programs are examined by the GAO and found to be duplicative of one another, resulting in widespread redundancies and other inefficiencies.

        RFID

        The government has developed guidelines and a set of best practices for RFID use in federal agencies and private corporations. The best practices are intended to reduce the privacy and security risks associated with RFID.

        School Counseling

        In light of the Virginia Tech tragedy, the RAND Corp. provides a tool-kit for school-based mental healthcare for students recovering from a traumatic event.

            Cargo Security

            The U.S. Transportation Security Administration and Customs and Border Protection have tried to secure inbound air cargo, says the GAO, but their efforts need to be strengthened.

            Explosives

            A bill (H.R. 1680) that would regulate the sale and purchase of ammonium nitrate has been approved by the House Homeland Security Committee's Subcommittee on Emerging Threats, Cybersecurity, and Science and Technology. Ammonium nitrate is a critical ingredient used in making explosives.

            Pretexting

            A bill (H.B. 58) under consideration in the Hawaii House of Representatives would make it a felony to broker or sell customer information acquired from a telecommunication provider.

            Homeland Security

            A bill (S. 4) designed to implement the final recommendations of the 9-11 Commission has been approved by the Senate and has been received by the House of Representatives. [A companion bill (H.R. 1) has been approved by the House and is now pending in the Senate Homeland Security and Governmental Affairs Committee.]

            REAL ID

            Washington Governor Christine Gergoire has signed a bill (S.B. 5087) into law that blocks the implementation of a federal driver's license program, known as REAL ID. Under the new state law, Washington would implement REAL ID if it is altered to include full funding and privacy protection for state residents. Right now, the law is an unfunded mandate, and critics say that privacy issues have not been addressed.
