A bill to overhall the Foreign Intelligence Surveillance Act (FISA [1]) has been drafted by the chairmen of the House Intelligence Committee and the House Judiciary Committee, reports The Washington Post [2].

It would address civil rights groups concerns about the use of umbrella warrants that the government can use to get broad authority to wiretap phone calls of suspected terrorists not in the United States but whose calls may, due to technology, come through servers in the United States.

The proposal is expected to clarify that a court order is needed if the target is in the United States.
