In January, the Department of Homeland Security (DHS) implemented phase one of the United States Visitor and Immigrant Status Indicator Technology, or US-VISIT, a program to collect, maintain, and share information on foreign nationals.

In January, the Department of Homeland Security (DHS) implemented phase one of the United States Visitor and Immigrant Status Indicator Technology, or US-VISIT, a program to collect, maintain, and share information on foreign nationals. The prime contract for the program was awarded to Accenture LLP on June 1, despite some objections that Accenture is based overseas. The program integrates people (such as border patrol agents, consular officials, and inspectors), process (preentry, entry, status, and exit procedures), technology, and border facilities. By statute, the General Accounting Office (GAO) is responsible for ensuring that DHS's expenditure plan for the program meets requirements for capital planning and other financial elements. A recent review by GAO has shown that US-VISIT satisfies capital planning and investment control review requirements but falls short on others, such as a life-cycle cost estimate and a cost-benefit analysis.
