The final version of the Department of Homeland Security's National Response Plan addresses state concerns with an earlier draft, says the Washington Post.

The plan was intended to address problems with disaster response that became apparent in the federal handling of Hurricane Katrina. But the draft issued in 2007 was rounded criticized by states for lacking specificity and failing to designate a clear change of command.

According to the Post report, states now say that the new plan puts FEMA back in charge.  DHS Secretary Michael Chertoff and the FEMA administrator will unveil the plan Tuesday, the report [1] says.
