Tsunami Warning Center sham

While a great deal of talk centers on the financial aspects of warning systems and perhaps just as important, the aspect concerning tsunami warnings and 'crying wolf'. If either were really considered, instead of tsunami warning centers issuing useless earthquake reports (in lieu of tsunami alerts), these centers would actually issue reports only for an eminent tsunami and of course, an actual tsunami. Conversely, this typical bureaucracy is crying wolf 99% of the time. Why isn't there an out cry for change in such agencies? Worse, why is it that no government agency has ever efficiently done what it was intended to do, or when it did, it was abolished?
