Reference ratio comparing total assests value and total security expending



    

Is there an international ratio reference about what is the reasonable percentage of total annual security expenditure (OPEX plus CAPEX) in front of the total assests value of an enterprise?. Some people say that is probably close to 1% to 5%; some people say that there is no way to fix such a number. Other people say that depends on the type of bussines and its  related risks; if so, is there any international ratios of this kind by type of industry?. It would be a very good help in order to benchmark when given a presentation as a support of CSO proposal.
