Reduction in Force

Because of the current recession, the County I work for will lay off up to 500 employees. County Management is very concerned about staff repercussion. With that in mind, does anyone have procedures or steps on how to handle employees that will be affected by the reduction in force? I am looking for security awareness and ways to keep current staff and property safe and secure. Thanks.
